美國研究機構指出，在美國限制向中國出口先進半導體製造設備之際，中國仍取得數百台可用於製造先進晶片的浸潤式深紫外線（DUV）微影系統，顯示現行出口管制可能存在漏洞，建議全面禁止向中國出口浸潤式DUV設備。香港《南華早報》2日報導，總部位於華盛頓的研究機構科技與國家治理能力中心（Centre for Technology & Statecraft）今年9月發表一份報告指出，截至2026年初，中國的晶圓廠預計已獲得343台浸潤式深紫外線（DUV）微影系統。該報告的作者包括前美國出口管制官員、前美國商務部科技政策顧問。
