圖／本報資料庫商傳媒｜林昭衡／綜合外電報導隨著人工智慧代理人（AI Agent）在網路上為數百萬人執行任務，傳統網站營運模式正遭遇嚴峻挑戰。這些能接收人類指令、透過控制雲端電腦或瀏覽器來達成目標的自動化程式，正迅速改變網路流量的本質，預計未來可能超越人類的瀏覽量。然而，AI Agent 運作時，往往會模糊實際人類使用者（User）的身分、信譽與責任歸屬，為網站（Site）營運商帶來多重風險。 根據《Cloudflare Blog》指出，網站的安全與詐欺防範，傳統上依賴對使用者的身分（Identity）、信譽（Reputation）及責任歸屬（Accountability）的掌握。但當 AI Agent 作為中介者，網站看到的只是代理人，而非實際使用者，這使得網站難以辨識、服務並追究使用者責任，導致帳戶濫用、詐欺、法規遵循困難及內容變現受損等問題。例如，當多位使用者透過同一個 AI Agent 進行操作時，網站無法區分個別使用者的偏好，也難以追溯特定交易的責任歸屬，這被稱為「流量混淆」（Traffic commingling）。 為應對此挑戰，Cloudflare 提出「中介原則」（Intermediation Principle），強調無論是否有中介者介入，使用者與網站之間的商業關係及安全責任都必須維持。這意味著網站需要新的工具來辨識、服務並追究透過 AI Agent 行動的使用者，同時 AI Agent 及其背後的營運商也需具備可辨識性與責任歸屬。 目前業界正積極開發相關工具與開放標準。例如，MOLE 協議旨在實現不依賴使用者特定識別碼的流量限制，而 Web Bot Auth（WBA）則提供 AI Agent 簽署請求的機制，以安全地識別自身（及營運商）。此外，網際網路工程任務組（IETF）也正研擬相關偏好表達機制，讓網站能以機器可讀的方式發布 AI Agent 的存取政策。 Cloudflare 不僅參與這些標準的制定，也已推出多項解決方案供客戶立即使用。本週起，Cloudflare 客戶可透過其「Security Analytics」服務，清楚查看網站上的 AI Agent 活動；利用「AI Crawler and Agent access policies」設定精細的存取權限；並透過「Account Abuse Protection」將 AI Agent 活動與使用者帳戶連結，有效解決流量混淆問題。Cloudflare 也宣布成立「Trusted Agent Delegation」（TAD）聯盟，旨在匯集生態系各方代表，共同探討並推動開放、可互通的標準，以建立一個網站營運商擁有可視性與控制權，同時 AI Agent 也能合理存取網路的未來。
