圖／示意圖商傳媒｜吳承岳／台北報導韓國曾以其快速追趕的發展模式，將先進國家的經驗奉為圭臬，在經濟上取得令人矚目的成就。然而，隨著韓國已躋身已開發國家之列，過往單純效仿的策略已不再適用。前現代汽車（Hyundai Motor）勞資合作室室長Park Sam-yeol日前撰文指出，韓國企業必須告別「先進國家的標竿學習」思維，轉向探索自主創新與發展模式，以應對日益複雜的全球挑戰。 根據Park Sam-yeol的觀察，韓國已非僅僅是追隨者，而應在無人開拓的道路上，自行提出問題並尋找答案。他提醒，即使是美國與歐洲等傳統強權，也正重新審視自身的發展方向。例如，歐洲聯盟（European Union）的競爭力報告便將生產力放緩、人口結構變遷、能源成本高漲及全球競爭加劇，視為歐洲長期繁榮的威脅。經合組織（OECD）也分析指出，快速高齡化正考驗著各國年金與財政的永續性。 韓國過去成功的追趕模式，是透過引進先進技術，並迅速消化吸收，再以更高的品質與更低的成本實踐於生產現場。這種「模仿不是目的，而是學習起點」的策略，促使韓國經濟達到世界銀行（World Bank）所稱「從援助受惠國轉型為高所得創新經濟體」的顯著案例。韓國於2010年更成為首個加入 OECD Development Assistance Committee 的前受援國。然而，Park Sam-yeol認為，這些過去的成功經驗，若未經檢視便在今日不同的競爭環境中奉為圭臬，將成為企業發展的阻礙。 韓國經濟成就斐然，2025年人均國民總所得達36,963美元，預計2027年將突破4萬美元大關；2025年出口額更首次突破7,000億美元，達到7,097億美元。然而，這些成長卻高度集中於少數產業及大型企業，未能充分惠及中小企業、服務業及內需市場。此外，低生育率、高齡化、勞動市場雙重結構、城鄉差距及社會兩極化等問題，皆是韓國面臨的嚴峻挑戰。經合組織（OECD）也曾於2023及2024年的報告中指出，儘管韓國在研發投資與製造業具備高競爭力，但大型企業與中小企業、製造業與服務業、資通訊與非資通訊產業之間的生產力與創新差距依舊顯著。 Park Sam-yeol強調，企業雖在技術與業務層面已踏入「先行者」（first mover）階段，但內部營運模式卻仍停留在「快速追隨者」（fast follower）的思維。他將這種策略與事業組合已邁向未來，但組織架構、領導文化及勞資關係卻固守舊有成功模式的現象，稱為「文化滯後」。他認為，先行者不只意味著產品率先上市，更代表在缺乏既有答案的情況下，能夠定義問題、整合多元專業、管理失敗風險，並創建全新標準的組織。這需要組織內部具備高度信任，讓員工能自由反映問題，專家可提出異議，研究人員敢於嘗試有風險的點子，生產線員工也能安心回報安全與品質問題。
