圖／本報資料庫商傳媒｜吳承岳／台北報導美國環境保護局（EPA）近日提出新提案，計劃放寬2024年針對原油與天然氣產業的甲烷排放限制。此舉預計將為業界每年節省約27億美元，但據環保署自身模型預估，恐導致未來數十年甲烷排放量增加6,000萬噸。 美國環境保護局（EPA）是美國政府負責制定與執行環境保護政策的機構。其此次提議修改的2024年法規，旨在限制石油和天然氣公司、天然氣處理廠及儲存槽所有者的甲烷排放。甲烷是一種溫室氣體，其暖化地球的潛力遠高於二氧化碳，被視為加速地球暖化的關鍵因素之一。 根據《Legis1》報導，環保署表示，此次政策調整的原因是該機構「極有可能低估了實際的合規成本」，認為業者為遵守規定所需的成本可能高於2024年最終規定中的預期。此提案亦旨在推動總統於2025年1月20日發布的「釋放美國能源」及「宣布國家能源緊急狀態」等行政命令。 具體而言，該提案將全面取消「超級排放源計畫」，該計畫原要求業者在偵測到每小時100公斤或更高甲烷排放量時必須通報並回應。此外，新提案將允許新建油井將伴生氣體導入控制設備或燃燒塔，只要能達到95%的甲烷和揮發性有機化合物（VOC）排放減量，而非強制要求導入銷售管線。 環保署也為特定井場新增分類，如日產量15桶油當量或以下的「邊際井場」或「傳統井」，這些井場將適用較寬鬆的規定。這類邊際井雖佔全美油氣井約78%至80%，但在2024年僅佔全美油氣總產量的7%。針對天然氣處理設施，提案則提供業者運用光學氣體成像技術進行檢查，並放寬設備洩漏要求，提供更多合規彈性。 然而，環保署自身的模型預計，此鬆綁措施將在2027年至2050年間，額外增加6,000萬短噸的甲烷排放、1,700萬短噸的揮發性有機化合物（VOC）排放，以及230萬短噸的有害空氣污染物排放。儘管如此，業者在此期間預估可節省約450億美元。 對此，美國石油學會（American Petroleum Institute）支持這項提案，認為有助於解決業者面臨的合規挑戰。不過，環境保衛基金（Environmental Defense Fund）則認為，若能有效捕獲並利用天然氣，其價值可抵銷合規成本。塞拉俱樂部（Sierra Club）的活動總監Mahyar Sorour則批評，這項提案無異於向化石燃料業者「送大禮」。 這項新提案的公眾意見徵詢期將於今年12月16日截止，而一場虛擬公眾聽證會則將於11月16日舉行。
